Safety Management System for Aero-medical Centres workshop

The EU-China Aviation Partnership Project (APP) held an activity from 3 to 6 June, on implementation of Safety Management System (SMS) in Aero-Medical Centres (AeMCs). This activity was a follow-up to the experience exchange visit on aeromedical centres, aero-medical examiners (AME) and pilot medical examination, organised by APP in Europe in 2018.

During the workshop on 4 and 5 June, participants were provided with presentations from experts explaining the European and Chinese respective approaches to SMS in AeMCs, including among others regulations, oversight and inspection, certification process, and effectiveness monitoring. Experiences and perspectives were shared from authorities, AeMCs, and airlines.

In addition to the workshop, site visits to the CAAC Southwest Regional Bureau and the Chengdu Civil Aviation Medical Center, as well as an experience exchange session between CAAC and EASA experts was organised. During the final session, further information was shared on EASA’s standardisation process of National Aviation Authorities in the aeromedical domain, and CAAC’s process for special cases as one of the aspects to balance safety and efficiency in health management. The activity was concluded increasing the understanding of both the European and Chinese implementation approach of SMS in AeMCs. The participants’ exchange of experience and best practices will help support further developments of Chinese regulations on AeMC in the future.

The workshop was attended by fifty participants, including speakers representing EASA, the Direction Générale de l'Aviation Civile (French DGAC), the CAAC Aero-Medical Division, Flight Standards Department, Southwest Regional Administration, China Academy of Civil Aviation Science and Technology, AeMC Percy, Chengdu Civil Aviation Medical Center, Southwest Medical Center, and China Southern Airlines.
