Part-21 Level of Involvement (LOI) and new privileges Workshop

The EU-China Aviation Partnership Project (APP) held an online workshop on the concept of Civil Aviation Authority’s Level of Involvement (LOI) in certification projects. On 30 and 31 August, experts from EASA, CAAC and European and Chinese industry came together to exchange experiences with implementation of the current regulation and present on regulatory development prospects. This activity followed up on a previous exchange between authorities and industry organised by EU-China APP on Design Organisation Approval.
On the first day, EASA gave an overview of Authority’s LOI in the EASA system following the ICAO recommended risk-based approach and focused on the new LOI concept application in Europe. In addition, the recent changes in privileges and obligations of Design Organisations were presented. Subsequently, CAAC provided an overview of the current LOI regulations and application in China, as well as the policies which are under development. The second day of the workshop was aimed at an exchange from the OEMs’ point of view. COMAC, AVIC HAIG, Rolls-Royce, Hunan Sunward Aircraft, Airbus, ATR, and Airbus Helicopters all shared their experience related to the LOI in product certification activities, including their challenges and benefits.
Nearly 200 participants attended the activity and the successful exchange between the regulators and the industry participants from both Europe and China was shown by the many questions that were raised and addressed by the experts. It was concluded that following the development of new policies on this subject as well as more gathered experience from the authorities and Type Certification applicants, it will be mutually beneficial to continue exchanging via the EU-China APP platform in the future.
