The EU-China Aviation Partnership Project (APP) successfully concluded its most recent activity which encompassed a wide range of topics related to accident and incident investigation. The workshop provided an opportunity to exchange best practices between Europe and China. It also established a direct contact with the Chinese accident investigation office, to promote practical competence in the application of Just Culture and to support participants to confidently implement a behavior-based system for supporting and sustaining this concept.
Speakers from EASA, UK AAIB, European manufacturers Rolls Royce and Airbus, operators Lufthansa and KLM, as well as CAAC and Air China discussed the latest trends, regulatory challenges and operational requirements related to the aircraft accident and incident investigation domain.
Exchanges focused on the provision for an in-depth exchange of CAAC, EASA, manufacturers and European and Chinese operators in the aircraft accident and incident investigation domain. Some challenges have been identified, i.e. different cultural approaches can be an inhibitor to rapid progress when it comes to applying Just Culture within investigations. This also applies to reporting of hazards by aviation staff in terms of willingness to communicate errors or mistakes.
